Kerala is a model to the rest of the country in its efforts to provide social welfare measures to the disadvantaged sections of society. A humane government cannot reduce its responsibility for ensuring the welfare of its most deprived citizens what ever be the fiscal compulsions. The successive governments in Kerala has long been involved in ameliorating the suffering of the handicapped, orphans, aged, and destitute women. As such, Kerala has been a pioneer in adopting social security and welfare measures for the economically and socially weaker sections of the population in particular women, in terms of Shelter Homes, Rehabilitation measures, Pensions, Women specific organizations, Welfare Funds for unorganized sector workers and so forth. Till date the Government of Kerala had introduced a large number of welfare schemes with a goal to reduce the financial insecurity and to provide security measures to the weaker sections of the society.
